A city that looks like it's just survived a war. Resources are short, and equipment selection is lacking. The harbor is unusable due to how badly damaged it is. Don't expect to get anywhere by boat from here anytime soon.
Directions
To get to Delvanka from Hot Spring Town, leave Hot Spring Town from the East Gate. Then, simply keep walking east until you reach Delvanka. This is the same path you took when escorting your client during the Journey Bodyguard quest.
