A city that looks like it's just survived a war. Resources are short, and equipment selection is lacking. The harbor is unusable due to how badly damaged it is. Don't expect to get anywhere by boat from here anytime soon. Delvanka can be reached on foot from Hot Spring Town, just keep heading east.
Getting to Delvanka: Take the east entrance at Hot Spring Town and go east.
